Updates Flutter candidate to the latest version in Flutter SDK.
Includes dart-lang/sdk@5e62d29 which was required for #9087 to work properly. Confirmed all is working as expected.
Removes
discarded_futureslint since this caused many more to be caught that weren't caught before. Follow-up will be to re-enable the lint and fix all the instances (see #9102)
