chunkie v0.0.1-beta

This is a beta release of the chunkie software. It contains many of the required lower level and medium level routines for using layer potentials to solve PDEs. Feature requests and bug reports may be initiated through the issues tab on github (https://github.com/fastalgorithms/chunkie).
