algorithmically this is a big change to chunkerinterior. nearest normal information is no longer used in favor of increased robustness via inpolygon for any questionable points
fixes bug for nested regions that was not detected by earlier tests

improves robustness of chunkerinterior and chunkgraphinregion. chases down some tests that relied on odd features of old implementation
