Ensure cursor encoding stays deterministic on OTP 27

• Sort cursor map entries and enforce deterministic :erlang.term_to_binary/2 encoding with {:minor_version, 1} so Base64 cursors stay stable across OTP upgrades.
• Restore the lib/paginator.ex doctest expectations to match the preserved cursor values.
• Bump the lockfile dependency on ssl_verify_fun to 1.1.7 to keep the build compatible with OTP 27.
