- Adds a bit more info about what a contributor is likely to need to know on behalf of their org, to successfully make a contribution
- Remove unused communication mechanisms
- Fix link to old site with white papers
- Adds lightweight policy for what we do with a PR when the CLA isn't signed
- Remove reference to "good first issue" tagged issues as we removed those tags - they were generally still very hard for new contributors to actually fix.
… info about who is likely to contribute, fix links, and clarify requirement for CLA.
