Summary

New section on controlling telemetry (pausing and removing for console logs, structured logs, traces, and metrics). New mention of filtering spans in a trace. Updated screenshots.

Fixes #2617

nit: Screenshots that show details view open have it displayed on the bottom of the screen. By default it now opens on the right. Screenshots should probably show the default experience.

The console logs page should mention that you can click the options icon (right side of the page) to download console logs to the local machine.

I personally hate that right panel split UX. It's not easy to see what I want to see.
