Followup to #13957 which made unplugging Bluetooth adapters mid-session functional.
If a USB Bluetooth adapter was reseated between scans, that would not be detected until an inquiry was performed, making one scan fail, requiring a second click of the
Refreshbutton.An unplugged adapter is now detected before inquiry so the device can be reopened, making one click of the
Refreshbutton functional after a reseat.
