The idea here is that a user could, in the event they believe the QC result is erroneously poor (say due to out-of-distribution effects, say like anemia, SCD, or other hemoglobinopathies), they can validate the images and skip re-running the sample if it it otherwise looks good (in terms of focus, flow)

Add NCS model caching so that subsequent oracle start up times are faster. This PR has ballooned a little to include the QC model inference and its addition into
oracle.py.
