Create Cloud formation templates for CSPM Agent and SIEM service

Description

I'm adding some CloudFormation templates that customers need to run on their environments in order to integrate with the CSPM agent and the SIEM service. In particular, all templates create IAM roles.

How Has This Been Tested?

I have verified that each template creates the resources that it is expected to create.
