When provided, Signature-Agent is included in Signature-Input This is done per the latest version of the draft. Tests to be done in a following commit

And the associated tests. Two test vectors have been added: ed25519 with Signature-Agent and ed25519 without Signature-Agent. The script to generate test vectors store them as JSON for easy consumption, as well as present them on the console in a format similar to RFC 9421 for inclusion in drafts. Closes cloudflare#4
