Cluster - API automation test changes

💭 Motivation and context

To make the tests work after the docker pipeline code changes

Modifies API cluster tests to align with the code changes

All tests are supposed to work and pass after these changes are implemented.

🧪 Testing

I ran the tests locally and they all passed. Need to run them on pipeline.
