Merging this will update the https://cert-manager.io/docs/ pages with all the new v1.19.0 material.

Sync the release-next branch with master
Add boilerplate for cert-manager 1.19 release notes and docs.

- Add v1.19 release notes file
- Add upgrading guide for v1.18 to v1.19
- Update docs manifest to include v1.19 and upgrade entry
- Update releases README links to point to v1.19 files and milestone
