[WD-22061] feat: Page creation flow for content team's Jira board integration

• Added a content_jira_id column to webpages table
• Added a new custom react hook for extracting query params
• Hide Submit for publication button for pages created via content team's board
• Call Jira API to link newly created webpage's copydoc link to jira's custom field.

• Check out this branch
• Make sure to set the JIRA_URL env variable as follows:

JIRA_URL=https://warthogs-sandbox-735.atlassian.net

• Run the project

docker run -d -p 5432:5432 -e POSTGRES_PASSWORD=postgres postgres
docker run -d -p 6379:6379 redis

dotrun

In a different terminal, run

dotrun exec celery -A webapp.app.celery_app worker -B  --loglevel=DEBUG

In another terminal, run

yarn dev

• Go to http://localhost:8104/app/new-webpage?content_jira_id=CNT-812
• Create a new webpage
• Verify the payload in network tab, it should include the content_jira_id=CNT-812 entry
• Verify page creation is successful
• Verify that Submit for publication button is hidden for this newly created webpage
• Visit http://localhost:8104/app/new-webpage and create a new webpage. Verify it is successful, and Submit for publication button is visible.
• Open the Jira Issue and verify the presence of a valid "Copy Doc URL" in Jira task details sidebar.
