Closes #1922 by implementing the last two OCI annotations. As explained in #1922 (comment) I'm intentionally foregoing the
createdannotation because of reproducibility concerns. Once this is merged, the next step would be to integrate it intocargo-componentandwkg, and upstream it towebassembly/tool-conventionsand the wasm OCI spec. Thanks!
