posts only, otherwise gutenberg is missing js for multisite library for pages and custom types

JS + CSS were only added to posts, library only works for specific post type.
What is the new behavior (if this is a feature change)?
Media library links exist throughout all WP admin interfaces, e.g. Gutenberg, custom post types, etc.. Therefore, the required assets are now included everywhere.
