As of #1621, we are running swatomation tests nightly for Orchestration.
Orch's swatomation "suite" consists of a single test, and the logic in that test has a lot of overlap with unit tests. Thus, it feels very heavyweight to spin up a BEE, seed the BEE, run a single test, and destroy the BEE on every commit to every PR.
This PR disables swatomation tests on Orch PRs and instead relies solely on the nightly tests. If this PR is approved, I will remove
orch-swat-test-jobfrom being required to merge PRs.
