Version upgrade

Upgrading everything to its more recent versions:

Rescript 11
Rescript-React 0.12.1
React and ReactDOM 18
Recoil 0.7.7

Updating configuration

Using new build config file rescript.json instead of bsconfig.json
Updating JSX version to 4 in config

Native Promise

Using native promise module from Rescript 10

Rescript 11 features

Using RescriptCore
Adapting everything to uncurried mode


          updating recoil, rescript-react, and rescript
