This was a bug -- the staticClusterManager was likely nil if --auto-mode was used.

Description of changes:
This refactors the
NodegroupManagerinto a more generalNodeManagerthat supports EKS Auto. A "placeholder" deployment will be created that makes the--nodesflag effective when--auto-modeis used.There's a similar thing being done for
--static-cluster-name. That will be removed in later PR's; I haven't touched that behavior so that CI jobs can be migrated without breakage.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
