Description of changes:
Add New Parameters onto restore-db-cluster-from-snapshot And restore-db-cluster-to-point-in-time in order to support restore for Limitless Clusters.
GetClusterScalabilityTypeFromSnapshot returns default when instance snapshot is provided and when AccessException is thrown
