fix: update manual installation instructions

Description

In a previous PR, I've removed the CUDA step from the manual instructions by mistake, this PR brings it back.

Also adding the ansible installation to the list which is going to be added in this PR:

• docs: add ansible installation, update manual artifact download process autoware#4675
