This PR aims to make Maven plugins up-to-date as a part of Apache Spark 4.1.0 preparation.

Why are the changes needed?

To bring the latest bug fixes and improvements.

there is a controversial change in maven-shade-plugin 3.6.1, I would not upgrade it to this version if the existing version works well.
