reduces boto3's max retry limit, this will fix the perceived "hanging".

It does fix the "hanging" but now it doesn't get the api calls that the current version gets. It didn't detect any of this 3 actions:

dynamodb.describe_endpoints()
iam.get_account_password_policy()
sts.get_caller_identity()
