Fix build.zig v0.15 API breakage

This change updates the build.zig so that it works for Zig 0.15.1+ after a breaking change to its API. Dependencies vulkan-headers and x11-headers were updated to reference the latest commit that is compatible with v0.15.1. Minimum zig version of 0.15.1 added to the build.zig.zon, as this change will break builds for Zig 0.14.1 and prior.
