In https://github.com/adamshostack/conflictmodeling/commit/ce5a9d11ff9997aed0fedd6eeef752cd9e700eb2#diff-ab6890bbc04af94e13602f83d5aea623 kerberosmansour used the phrase 'threat actor'; I think that we should be more broad than this -- some of the activity is from normal people trying to do reasonable things, rather than threat actors.
