Moves several modules and items that were in mod sumcheck into their own top-level modules. These are things that will wind up being useful in the Ligero prover and verifier and don't strictly "belong" to sumcheck.

The Clippy issues are unrelated, and due to Rust 1.91 hitting CI.

Yeah, but those have to get fixed, so I may as well do that here.
