Bumping version of commons-compress per CVE-2018-11771.

Initial migration to GitHub

This is the build from Maven after the migration into GitHub. Functionality should not differ from 4.3.1; however, this is built with a current toolset and requires Java 1.8.

Original release from 2005.

This is the original release from 2005. Note that this is the only version that supports any version of Java before 1.8 (expected to be targeted to Java 1.5). Source code is not from GitHub so it won't be a 100% match.
