Create residential capacity classes for Bill Hereth's Residential Capacity Tool

1. Requires REMM.gdb with remm parcels projected to nad83 utm zone 12 to placed in the input folder using the following path structure: Inputs\REMM.gdb\Parcels_2015_utm12 [https://drive.google.com/file/d/1I5AcDQlNfjancIXjawFD3M91bvNhPxkU/view?usp=sharing]

2. Run the python notebook; output classes will appear in class.gdb, intermediate files are in scratch.gdb
