New App Component External Resource (PROPOSED)

Possible Scope:

External Resource:

It will have two major parts:

1. Blogs: It will contain all the important blogs related to Android that are being shared on #external_resources channel of our Slack community. People can easily access those blogs and it will lead them to some really important blogs.
2. Resources: It will contain all the important resources such as libraries, important videos, link to material design etc to improve the Android development.

We will have also have a like button to show how useful that resource/blog/link was.
