The Spanish Viceroyalties are back and working as intended. VNS, VLP, VNG, VOP, and CGC.

All SPA decisions and JANFlavor have been updated accordingly. These viceroyalties have to be on Colonial Company gov to work as intended. Otherwise, their loc won't make sense.

Speaking of, I've updated LOC slighly to accomodate for this. If VNS is colonial_company then it is named Viceroyalty of New Spain. If MEX is colonial_company, it is named New Spain. This way, it is easier to distinguish the two when looking at their cores in the province view ui.

I have done a bunch of testing and found most of this works. I managed to establish all of the Viceroyalties. The remaining bugs are:

  1. Any decisions/events to colonize nearby regions do not work for viceroyalties. This means countries like Peru, Bolivia, Argentina, Chile, and Mexico will be able to colonize nearby regions, but their viceroyalties won't be able to.
  2. When viceroyalties go independent, they remain as viceroyalties rather than letting their original countries take over. In my testing, VNS went independent and became Nuevo Espana with a mexican flag, but retained all of VNS's land without trouble. It'd make more sense for the MEX and central american cores to rise up the moment VNS becomes independent.
  3. Captaincy General of Guatemala does not exist as a viceroyalty. This not really a bug, just an idea of mine. If spain were to really succeed in re-establishing the viceroyalties, it would probably re-establish the Guatemala colony rather than giving it to New Spain, who took it the first year Guatemala went independent. In case anyone is opposed to this idea, I have a separate PR to implement the Guatemala colony tag.
