This pull requests includes some general updates to the GitHub page. It consolidates the How to and Best practices sections into a single, more helpful (I hope) How to section.
It also includes additional tips and details around best practices for branch names, commit messages, and pull requests. (Close #441)
And it adds steps for renaming a repo. (Close #461)
