There's a new version of pycirclize!

According to the release notes, this fixes a bug.

I just copied the file from 1.6.0 and updated the version arg. I also added the -vv flag to the pip install layer.

Pull Request (PR) checklist:

  • Program_Licenses.md contains the tool(s) used in this PR and has been updated for any missing
