Description

This PR adds an issue templates for the "Bug" and "Feature Request" types to TwitchIO, with several validations requiring necessary information.

You can view these changes by accessing my fork and creating a new issue of either type.

These changes WILL need two new tags created for issues if they do not exist: "Unconfirmed Bug" and "Needs Verification".
