Adds the necessary code for exporting the biogas variables.
Furthermore, this PR disables the must_run condition for the small biogas plants. The generation now only happens because the unsustainable biogas stores have to be empty at the end of the year. The model may choose if it prefers to upgrade it or to use it for electricity. In 2020 and 2025 it mainly chooses electricity.
