Purpose

This PR upgrade the "azure-ai-ml" package to version 1.23.1 to resolve version conflicts that were causing deployment failures related to AI Hub scripts.

Does this introduce a breaking change?

Golden Path Validation

I have tested the primary workflows (the "golden path") to ensure they function correctly without errors.

Deployment Validation

I have validated the deployment process successfully and all services are running as expected with this change.

What to Check

Verify that the following are valid

Verify that the package version upgrade to 1.23.1 is applied successfully.
Test the deployment process to ensure the issue with AI Hub scripts failing due to package conflicts is resolved.
Ensure that no new issues arise from upgrading the "azure-ai-ml" package.
