Update manticore to 13.13.1

^ These notes only cover the main 13.13.0 release. 13.13.1 fixed a compilation issue when compiling without Jieba libraries.
The new version adds a few more dependencies, including on cctz and xxhash. Both are available in nixpkgs, but manticore's regular build scripts use forks (https://github.com/manticoresoftware/xxHash & https://github.com/manticoresoftware/cctz).
For now, I've used the forked packages. I'm not sure if there's a nixpkgs policy on whether to use the regular packages or the forked packages in this sort of case. It looks like the forked changes are mostly just around some compiler-specific fixes for
inline
