feat: add tests for unify and allot functions including testdata

Why:

• when allot or unify change their behavior, we can have unexpected downstream impact. this will help expose breaking changes

note: I did not (yet) include a test case for encrypt with clusterkey; the testdata provided is to ensure deterministic behavior
