Migrate CI/CD Pipeline

• Created GitHub Actions file for CI/CD pipeline
• Renamed ngen-cal to nwm-cal-mgr throughout the code:
  • Inside Dockerfile
  • Inside docker.md
  • Renamed docker/run-ngen-cal.sh to docker/run-nwm-cal-mgr.sh
  • Inside docker/run-nwm-cal-mgr.sh
  • Inside python/calib/setup.py
  • Inside python/calib/src/calib/git_util.py
  • Inside python/config/setup.py
  • Inside sample_input_config/*files
  • Note: I did not change any paths or filenames referencing within the /ngencerf/data directory as this will require changes in ngencerf-server repo
