Doesn't get to the root cause but fixes the flake for the most part. Not sure if we should track a followup issue or if we should reject this PR.

Context:

  • Set the test timeout from 2 minutes to 10 minutes
  • Was able to get it to reproduce locally but would take 1-3 hours each time. All test logs would not have the since advance to
