Adds transaction data retrieval to manta-signer, which allows for transfer posts to be processed and validated and returns the corresponding data for a given transaction. This PR also includes user password authorization for this method. The corresponding PRs are Manta-Network/sdk#59 and Manta-Network/manta-rs#295
