DEVOPS-3072 - adding SLSA provenance generation

Updating our publish workflow to add the SLSA generator jobs for both the wheel and container. Updated the readme to reflect this as well.

Added a step that uploads the built python package to the release so folks can reference the binary there as well if needed.
