Adds doc/wifi_adb_toolbox.md.

Prerequisites (ADB & scrcpy installed, same SSID)
Quick commands for Windows/macOS/Linux (adb tcpip/connect + scrcpy presets)
Network safety notes (duplicate IPs, hotspot quirks)
Short troubleshooting (offline device, wireless debugging, firewall)
Optional third-party helper: https://github.com/kakrusliandika/Scrcpy-Mode-Wifi

Docs-only change; no code/CI modifications. Happy to adjust wording or link placement per maintainers’ preference.
