To properly test you must use build against the gridappsd/gridappsd_base:gridlabd3 image of gridappsd_base. the command below should work when building the container for testing. ./build_gridappsd_container gridlabd3 |

This PR address part of #1794 for supporting HELICS 3.6.1 federate configuration settings and GridLAB-D 5.3 model compatibility.
