Bump Registry nuget

Description

Bumps Registry nuget package now that nuget has the updated files. Thanks @EricZimmerman! After this is done just needs compiled and uploaded to the EZTools site

CDN isn't updated when I tried to download RECmd. The nuget repository is updated but not RECmd. Also the code should be in sync with here surely? When I compiled this with 1.5.0 it kept the 1.5.0 package so I needed the bump to 1.5.1 for it to work for a local compiled build

I jumped the gun then sorry! This is what the commit does. Thought you had forgotten to do this hence the commit
