Yes, this is a Minecraft datapack used to fix the bug that Greate's Encased Large Cogwheels are dropping Small Cogwheels when breaking.
Reported in TFG#964 and Greate#61.
This bug is fixed in 8bb7864, but the author has never released an update for this fix (latest: 0.0.40).
