What does this PR do?

Invert the path returned by Configurator::local_stable_configuration_path and Configurator::fleet_stable_configuration_path because they were wrong

# What does this PR do?

Invert the path returned by `Configurator::local_stable_configuration_path` and `Configurator::fleet_stable_configuration_path` because they were wrong
