This change will adjust the deployment workflow so that it builds the PersonsApi docker image and pushes it to the Container Registry.
NB. It will try to deploy the container, but the infrastructure is not ready for that yet so it will likely fail, but in order to deploy the infra, I need a built image in ACR :)
