This PR introduces a new category under the Infrastructure section: Interoperability and adds Reactive Network as a tool https://dev.reactive.network/
Reactive Network is a fully on-chain, EVM-compatible, events-driven if-this-then-that network for decentralized automation of on-chain workflows through enabling reactivity between contracts deployed either on the same or different chains.
