[Feat] Add Responses API - Routing Affinity logic for sessions

Routing Affinity for Responses API

This PR implements routing affinity for the Responses API in LiteLLM's Router. When a user provides a previous_response_id in their request, the router will now automatically direct the request to the same deployment that generated the original response.
