feat: enable skipping grept apply on pre-commit

Grept often takes over 5 minutes to run even if there are no changes.

This will allow running one of these:

AVM_GREPT_SKIP=true ./avm pre-commit

pwsh -Command { $env:AVM_GREPT_SKIP=$true; ./avm pre-commit }
