Adds support for logging and a flag to adjust the verbosity of the logs, which closes #105.

README.mdOne of the logged messages is a warning if a handler set through
handlr setorhandlr add, which closes #93.Unfortunately, I had to remove the
enable-notificationsconfig file option since I had trouble getting things to work otherwise, although there has not yet been a release since I added it anyways. The equivalent cli flag still remains.
